How to distinguish historical PUOS mapping from Quito planning research
Do not confuse a catalogue update date with the map’s period or the planning instrument applicable to a property.
A recently updated catalogue can contain historical mapping. This matters when researching a use or extension in Quito: the portal’s visible date does not by itself establish that every map describes the planning rules applicable today.
Read title, description and date separately
GeoQuito retains a resource titled PUOS Histórico. Before using its colours for a decision, establish which period it represents. The catalogue record’s modification date and the date of the represented instrument are different facts.
Record the layer name, period, legend and link. When comparing an old screenshot with a recent query, verify that both represent the same instrument. A colour difference may come from symbology or different layers, rather than a planning amendment affecting the property itself.
Return to the specific property query
The municipal PUGS manual provides an institutional reference for orientation. Connect your question to the identified property and corresponding IRM query, retaining the documents and dates used. Keep a historical layer labelled as historical throughout the comparison.
Specify the intervention being studied: a change of activity, an extension or interpretation of an affected area. Do not turn an old map into approval or extrapolate a neighbouring lot’s parameter. If sources appear contradictory, retain the conflict and ask which instrument and period apply. The useful outcome is a located, documented question rather than a development-capacity conclusion inferred from a colour whose origin or relevance has not yet been established.
A building for practising the distinction
The verified Terraes record represents a 344.1 m² footprint at -0.21937, -78.51002. The query on 22 September 2026 returned this Overture record, release 2026-08-19.0. This is footprint area; it does not identify an apartment or establish rights over the land. Use the example to recognise which object you are reading before applying the official query to your property.
Continue with the other local guide or the country hub. The methodology explains evidence concepts; its specific models do not automatically transfer to this case.

Mapped footprints do not establish legal ownership or apartment floor area. Advertisements describe asking prices; area references are neither recorded sale prices nor official appraisals.
