Quito offers two useful checks: find a property in IRM and distinguish its land and construction areas, then separate a historical planning map from the applicable instrument.
The municipal catalogue retains historical maps. A recent catalogue modification date does not by itself make those maps current planning rules.
Property type, operation and currency
Use a combination confirmed by coverage. Sales and rentals are separate markets.
