How to read scale and dates in Asunción’s Plan Regulador
Keep the plan edition and each layer’s reference, particularly when researching the waterfront area.
A question about use or expansion in Asunción requires more than a screenshot of a coloured map. Identify the lot, consulted instrument and proposed intervention before estimating what might be possible there.
Preserve the document’s scale
The municipal Plan Regulador map dated 29 April 2025 is presented at 1:20,000 scale. That supports territorial reading; enlarging the file on screen does not turn it into a precise boundary survey.
Record the date, scale and legend. If the property lies near a boundary, do not determine zone membership by counting pixels. Prepare the property reference and exact location for a more specific check. A clear screenshot should show the surrounding context as well as the disputed line.
Review individual layer references
The municipality’s Plan Regulador geographic service includes layers with their own references, including waterfront instruments. Read each layer’s name and stated instrument; do not assume every overlaid element comes from the same date.
Frame the question around your proposal: intended use, an extension or a condition affecting a particular frontage. If a layer and document appear inconsistent, retain both references instead of selecting the more favourable result. A well-prepared enquiry asks which instrument and condition apply to the lot. The map provides planning context; it does not alone establish permission or justify converting potential floor space into an expected selling price. Resolving the applicable rule precedes any calculation that depends on it.
